Zoho One Pricing: All-Employee vs Flexible User Plans

What each Zoho One plan costs at 5, 10 and 25 people compared with buying Zoho CRM alone.

Reviewed by Jonathan West · Updated Sep 24, 2026

Zoho One pricing starts at $37 per employee per month on the All-Employee plan or $67 per user per month on the Flexible User plan.

At Layer3 Labs, we build AI workflows and automation systems for small and mid-sized businesses, and the license count is the first number we pin down before any CRM build.

The choice between these two plans depends entirely on your total payroll headcount compared to the number of people who actually need software access.

Zoho One Pricing Plans

Zoho One has two distinct pricing models. The All-Employee plan costs $37 per employee per month billed annually, or $45 per employee billed monthly. The Flexible User plan costs $67 per user per month billed annually, while monthly billing runs $105 per user. Zoho's page shows $90 struck through next to the $67 annual rate on the Zoho One pricing page.

Both plans grant access to the same software suite. You receive 50+ unified business apps including Zoho CRM, Zoho Books, Zoho Desk, Zoho Projects, and Zoho Analytics. There is no feature difference between the plans. The only distinction lies in who you must buy a license for.

Zoho offers a thirty-day free trial on the Zoho One signup page. Zoho states the price is the same whether you buy direct or through a partner. Zoho charges local taxes on top of the listed prices, and prices differ by region, so confirm yours on the Zoho One pricing page before you buy.

  • All-Employee plan: $37 per employee monthly billed annually, or $45 monthly
  • Flexible User plan: $67 per user monthly billed annually (Zoho's page shows $90 struck through), or $105 monthly
  • Full suite access: 50+ unified applications included on every active license
  • Trial duration: thirty-day free trial without immediate contract lock-in

The All-Employee Licensing Rule

The All-Employee plan requires buying a license for every person on company payroll. You cannot choose to license only managers, salespeople, or desk workers under this rate. If your business employs warehouse staff, field technicians, or drivers, every single one needs a paid seat.

Headcount rules carry direct contractual consequences. According to the Zoho One FAQ, if you do not license everyone on payroll, Zoho will notify you to purchase the remaining licenses or switch to Flexible User Pricing. Zoho also reserves the right to terminate service under its licensing agreement.

Minimum license rules are permissive. There is no minimum license count on either plan. A sole proprietor or one-person company can purchase a single All-Employee seat at $37 per month. Franchises and separate corporate divisions that want partial deployments must use Flexible User Pricing.

A company with 50 payroll employees where only 10 log in pays $1,850 a month for 50 All-Employee licenses at $37, versus $670 for 10 Flexible User seats at $67.

Applications Included in Zoho One

Zoho One bundles 50+ unified business apps under one administrative umbrella. The software suite spans customer relations, finance, project tracking, communications, and custom software development. Applications listed on the Zoho One applications page include Zoho CRM, Zoho Bigin, Zoho Desk, Zoho Books, Zoho Projects, Zoho Analytics, and Zoho Creator.

The same license covers Zoho People and Zoho Recruit for HR and hiring. It also covers Zoho Sites, Zoho Forms, and Zoho Survey for web pages and data collection. Communication apps on the list include Zoho Cliq, Zoho Mail, Zoho WorkDrive, and Zoho Meeting, so chat, email, and file storage come under the same license.

Support and contract terms remain straightforward. Zoho does not force customers into long-term contracts, though annual subscriptions secure the lowest monthly rates. Zoho offers no discounts for non-profit organizations or educational institutions. Enterprise and premium support are sold as separate add-ons.

  • Sales and marketing: Zoho CRM, Zoho Campaigns, Zoho Marketing Automation, Zoho SalesIQ
  • Finance and operations: Zoho Books, Zoho Invoice, Zoho Expense, Zoho Billing, Zoho Inventory
  • Support and service: Zoho Desk, Zoho Assist, Zoho Lens
  • Productivity and communication: Zoho Mail, Zoho Cliq, Zoho WorkDrive, Zoho Projects, Zoho Meeting
  • Customization and analytics: Zoho Creator, Zoho Analytics, Zoho Flow

Team Cost Scenarios at Five, Ten, and Twenty-Five People

Software budgeting depends on team structure. When every employee uses Zoho One, the All-Employee plan costs $30 less per person each month than Flexible User on annual billing. When software access is limited to a small subset of total payroll, the Flexible User plan avoids paying for unused seats.

Consider a team of five people. If all five work in office operations and need the software, five All-Employee seats cost $185 per month billed annually ($225 monthly). Buying five Flexible User seats costs $335 per month billed annually ($525 monthly). The All-Employee option saves $150 every month.

Consider a ten-person company. If all ten are on payroll and use the suite, All-Employee costs $370 monthly on annual terms ($450 monthly). Flexible User costs $670 monthly on annual terms ($1,050 monthly). But if that company has 20 staff on payroll and only ten need access, 20 All-Employee seats cost $740 monthly, making the $670 Flexible User plan cheaper.

At 25 people, the differences widen. Twenty-five All-Employee licenses cost $925 per month billed annually ($1,125 monthly), while twenty-five Flexible User licenses cost $1,675 per month billed annually ($2,625 monthly). On annual billing, All-Employee costs $750 a month less than Flexible User, provided all 25 people are on payroll.

Zoho One vs Zoho CRM Alone

Many businesses look at Zoho One simply to get access to Zoho CRM. Zoho CRM pricing reveals clear financial dividing lines. On annual billing, standalone Zoho CRM costs $14 per user per month for Standard, $23 for Professional, and $40 for Enterprise.

The break-even point against standalone editions requires careful arithmetic. All-Employee Zoho One ($37 per employee) beats Zoho CRM Enterprise ($40 per user) only when at least 92.5 percent of payroll uses the CRM. Against Professional ($23) or Standard ($14), Zoho CRM alone costs less per seat even at full adoption.

In the CRM integrations we run for SMB clients, the number that decides the plan is how many payroll staff never log in. If you have non-desk staff, standalone Zoho CRM or Zoho CRM Plus, which starts at $20 per user per month, often costs less than licensing your entire payroll on Zoho One.

Tradeoffs and Operational Limits

Zoho One does not fit large, non-desk workforces. Companies with high payroll headcounts in manufacturing, logistics, retail, or field services end up paying for dozens of unused licenses under the All-Employee plan. For those organizations, buying standalone Zoho CRM licenses or using Flexible User Pricing protects operational cash flow.

Two changes at Zoho would change our recommendation. If Zoho allowed departmental exemptions under its All-Employee pricing model, large-headcount service firms could adopt the plan without penalty. Standalone CRM Enterprise rates rising above $50 would also tilt the math toward Zoho One.

Zoho requires multinational companies to pay in the currency of the country where the account was created. Start by reviewing your payroll roster and your active user requirements today. Pick the right license tier before subscribing.

Frequently Asked Questions

  • Zoho One includes 50+ unified business apps. Across sales, marketing, finance, support, and operations, the apps include Zoho CRM, Zoho Books, Zoho Desk, Zoho Projects, and Zoho Analytics, alongside Zoho People, Zoho Mail, and Zoho Cliq.
  • Zoho One costs $37 per employee per month billed annually ($45 monthly) on the All-Employee plan. The plan requires licensing all payroll staff. On the Flexible User plan, Zoho One costs $67 per user per month billed annually (Zoho's page shows $90 struck through), or $105 per user billed monthly.
  • Zoho One is rarely cheaper than Zoho CRM. The All-Employee plan ($37 per employee) is cheaper than Zoho CRM Enterprise ($40 per user monthly billed annually) only if at least 92.5 percent of your payroll staff actually use the CRM. Standalone Zoho CRM Standard ($14) and Professional ($23) remain cheaper per seat than Zoho One even at full adoption.
  • All-Employee licensing is the main disadvantage. The strict rule requires paying for every worker on payroll even if field or warehouse staff never use business software. Advanced technical support requires paid add-ons, and Zoho offers no non-profit or education discounts.
