Windsurf's Enterprise tier includes role-based access control and SSO plus SCIM as standard features, not paid add-ons. Windsurf can route code context to third-party frontier models, so confirm data-handling and model-routing terms before you turn those models on for sensitive code. Confirm the same terms carry over once the product finishes its move to Devin.

Google Antigravity's data terms are unsettled because it is a preview. We could not verify Antigravity-specific code-training, retention, or IP-indemnity terms from a primary Google page as of July 2026. Antigravity offers a choice of Gemini 3 Pro, Claude Sonnet 4.5, and GPT-OSS. Your code may pass through more than one model provider depending on which you pick, and each sets its own terms.

Until Google publishes Antigravity-specific enterprise terms, evaluate it on non-sensitive code only. That is the same safe default any preview tool deserves.

This comparison is not for a team that needs a signed enterprise agreement in place this quarter. Neither vendor has that ready today. Windsurf's own product is mid-merger, and Antigravity has not left preview.

Our answer would flip once either uncertainty resolves. If Devin publishes stable post-merger pricing that beats Windsurf's current tiers, Devin becomes the safer default. The same is true if Google ships a paid Antigravity tier with published enterprise data terms.
