Triage Across Sign-In, Model Lists, and Requests
The point where the model failure appears tells you which category of block you are facing. You do not need to guess. A sign-in error points directly to an account eligibility or territory problem.
An empty picker indicates that your local client version or account tier is lagging behind. A failure on the request itself signals a quota limit, an admin block, or a retired identifier. Identify the failure stage before changing any account configuration.
- Sign-in failure: The interface rejects your account outright with an eligibility or location notice.
- Model list failure: The tool runs normally, but the model name is absent from the drop-down menu.
- Request execution failure: The model appears in your menu, but sending a prompt returns an immediate error code.

A staged rollout distributes model access in waves across user accounts. It does not enable every account on announcement day. OpenAI announced GPT-6 Astra on September 3, 2026, with a gradual rollout schedule.
Rollouts also create surface lag across different interfaces of the same service. Availability for GPT-6 Astra differs between Chat, Work, and Codex on the exact same account. Web access comes first. An active model in your browser does not guarantee access inside your terminal.

Plan Tiers and Subscription Gating
Subscription tier gating restricts specific model releases to higher billing plans. OpenAI assigns distinct model variants to specific paid account tiers to manage resource costs. GPT-6 Pro demonstrates this division clearly.
OpenAI is rolling out GPT-6 Pro in ChatGPT for the Pro, Business, and Enterprise plans. Plus plans include GPT-6 Astra in ChatGPT Work and Codex as it rolls out. Tier rules remain strict.

Geographic and Regional Access Blocks
A region restriction blocks model access based on the geographic location of your IP address or billing profile. Certain territories lack regulatory clearance or local infrastructure for specific models. When location checks fail, the connection halts immediately.
The OpenAI API error codes document an HTTP 403 response for unsupported regions, defined as accessing the API from an unsupported country or territory. Google applies similar geographic boundaries. Outdated Client Software and IDE Extensions
An outdated client application cannot request or display a model released after that software build was published. Command line tools, IDE plugins, and desktop applications maintain hardcoded lists of recognized model identifiers. Local binaries require regular maintenance.
Codex CLI demonstrates this requirement. OpenAI added gpt-6-astra support in Codex CLI v0.153.1, which launched on September 3, 2026. Older versions of the package cannot list the model regardless of your account tier.
Check your installed version string against the package repository on GitHub. Updating the local package usually resolves the missing identifier immediately. Organization Policies and Workspace Admin Toggles
An enterprise workspace policy can disable an AI model even when your seat has an active subscription. Administrators control model visibility to enforce internal compliance guidelines and security policies. Workspace settings override individual permissions.

What Paying for a Higher Tier Changes
Upgrading your subscription plan resolves tier gating, but it does not bypass staged rollouts, regional limits, outdated software, or organization blocks. Buying credits operates the same way. ChatGPT Plus subscribers can buy credits for more Work and Codex usage, yet buying credits does not grant early access during a rollout.
The failure mode we hit most often is teams assuming an upgrade fixes every missing model. Upgrading a seat changes your billing tier alone without accelerating a deployment queue. Diagnose your failure point before changing your plan.
Only two of the six causes are issues you can resolve independently. You can update your local client and upgrade your subscription. The remaining causes require patience or an administrator request.

This troubleshooting guide is not for organizations facing active cloud service outages. If a provider experiences a complete service disruption, model menus will fail regardless of your entitlements. Check the vendor's own status reporting instead.
Our diagnostic recommendations would change if providers eliminated staged rollouts in favor of simultaneous global feature flags.
