Claude cannot generate video footage, because Anthropic has no video generation model. It can build animated videos as code.

Anthropic announced Claude Motion in beta for Team and Enterprise plans on October 8, 2026, alongside Claude Dashboards.

Generated footage and AI presenters need a tool that generates video, such as Runway, Luma AI, HeyGen, or Synthesia. Developers can also have Claude Code write React video code for Remotion, which renders the file.

What Claude Can and Cannot Make as Video

Claude cannot generate synthetic video footage, but it can create animated explainer videos by writing code. Claude also cannot make AI-generated people.

Claude Motion is the in-chat route, and Claude Code with Remotion is the developer route.

  • Motion Graphics and Text Explainers: Supported natively. Claude Motion creates animated code artifacts that users can export directly to MP4 files.
  • Developer-Controlled Motion Graphics: Supported through code. Claude Code can write React scripts for the Remotion engine to render video files via the command line.
  • Synthetic Camera Footage: Not supported. Anthropic provides no video generation model, requiring handoffs to tools like Runway or Luma AI.
  • Talking Head Presenters and Virtual Avatars: Not supported. Claude cannot create artificial human speakers, requiring services like HeyGen or Synthesia.
  • Editing an Uploaded Video File: Not published. Anthropic's Claude Motion pages describe animations Claude builds from a prompt and do not mention editing a video you upload.

How Claude Motion Makes Animated Videos

Claude Motion is an artifact template in beta for Team and Enterprise plans that builds short animations out of code. Anthropic announced Claude Motion on October 8, 2026, in an article titled Build live dashboards and animate explainers with Claude. According to the Claude Motion help center guide, Claude Motion turns your content into short animations such as all-hands explainers, board deck chart animations, or customer onboarding walkthroughs.

Users can initiate a Motion project by asking in any conversation, selecting Output in the composer and choosing Motion, or typing the /motion command. Completed animations play like short videos. To download one, click Export and choose MP4. Anthropic explicitly notes that Claude Motion does not use a video generation model, which prevents it from generating footage or synthetic humans.

Because each animation is constructed as code, users can adjust individual parameters like timing, wording, or numbers without altering the rest of the file. The template is active by default on Team plans, while Enterprise workspace owners must turn it on under Organization settings within the Artifacts menu. Workspace administrators must first enable Cloud code execution and file creation under Capabilities, as detailed in the Artifacts admin guide. Longer or more complex animations use more of your plan's usage limit than a typical message.

How Developers Make Video with Claude Code and Remotion

Developers can generate complex video files by using Claude Code to write programmatic video scripts in Remotion. As reported by The New Stack, developers previously built video animations using Claude Code alongside frameworks such as Remotion and HeyGen's open-source HyperFrames. Remotion provides a framework to create videos and motion graphics programmatically using React, and its homepage says you can use coding agents and render in bulk.

The Remotion Claude Code guide documents the setup. A developer initializes a blank project with npx create-video --yes --blank my-video, navigates into the directory, and runs npx remotion skills add to install Agent Skills. Alternatively, the Remotion Agent Skills documentation lists the command npx skills add remotion-dev/skills to equip coding agents with project best practices. After starting the preview server with npm run dev, the developer opens Claude Code in a separate terminal to prompt for video compositions.

Remotion renders locally from the command line with npx remotion render HelloWorld as outlined in the Remotion render documentation. For high-volume production, Remotion on AWS Lambda renders compositions in parallel across cloud functions, operating within Amazon Web Services default concurrency limits of 1,000 Lambdas per region. Under the Remotion license, individuals, non-profits, and for-profit companies with up to 3 employees use Remotion free. Other companies need a Company License, which as of October 2026 costs $25 per month per seat (Remotion for Creators) or $0.01 per render with a $100 monthly minimum (Remotion for Automators). Teams can also explore HeyGen HyperFrames, an Apache 2.0 framework built for agents, where you write HTML and it renders the video.

Video Tasks Claude Cannot Perform

Anthropic has not said Claude can edit a video file you upload. Its Claude Motion pages describe only animations Claude builds from a prompt, so for editing recorded video, use an editor such as Descript, a text-based video and audio editor.

On HIPAA-ready Claude organizations, Claude Motion is not covered under the Business Associate Agreement (BAA), per the Artifacts admin guide, so keep protected health information (PHI) out of animations.

Tools for Generated Footage and AI Presenters

Anthropic lists handoffs from Claude Motion to Adobe, Descript, HeyGen, Higgsfield, invideo, Luma AI, and Runway, with Canva and Captions listed as coming soon.

As of October 2026, footage generators start at these prices. Runway has a free plan with 125 one-time credits, and its Standard plan costs $15 per month ($12 billed annually) for 625 credits, enough for 52 seconds of Gen-4.5 video. Luma AI features its Ray 3.2 video model, and its cheapest listed plan, Plus, costs $30 per month ($25 billed yearly) for 10,000 credits per its pricing page. Higgsfield starts at $15 per month. invideo AI starts at $9 per month per seat on its Basic plan and lists Veo 3.1, Sora 2, Kling, and Seedance among its models. Google offers its video models (Veo / Gemini Omni) through Google AI plans from $4.99 per month (Google AI Plus), with credits for Google Flow.

Avatar tools build videos around AI presenters reading a script. As of October 2026, HeyGen and Synthesia both offer free plans. HeyGen pricing offers a Free plan with three monthly one-minute videos and a Creator plan at $29 per month ($24 billed annually). Synthesia pricing includes a free Basic tier and a Starter plan at $29 per month ($18 billed annually) featuring over 125 artificial avatars. For design, Canva pricing includes a Free plan, and Canva has a free animation maker. Descript pricing has a free plan for text-based editing and a Hobbyist plan at $24 per month ($16 billed annually). For timeline editing, Adobe Premiere starts at $22.99 per month. Adobe After Effects costs $22.99 per month on an annual plan. Adobe Express has a free tier and a $9.99 monthly Premium plan.

Can ChatGPT Make Videos?

OpenAI has shut down its Sora video app and has not published whether ChatGPT offers a replacement. OpenAI originally announced Sora 2 on September 30, 2025, launching an application in the United States and Canada. However, the OpenAI Sora discontinuation article states that the Sora web and app experiences were discontinued on April 26, 2026.

The same support document notes that the Sora API was scheduled for discontinuation on September 24, 2026. Users can export past media from sora.chatgpt.com/sunset, and purchased credits can still be repurposed toward Codex.
